歴史を振り返ると、黒船来航以来首都防衛の拠点だったこの場所は、
３つの人口要塞（人口で作られた島）が造られたとか。
当時は一般人が立ち入り禁止のこの場所に
1971年、明治100年を記念して公園ができ展望塔が建てられました。

今なお、当時の人工島を見ることができ、平和な時代に生まれたことに感謝です。
